Troubleshooting Your Modem Tip #1:
Check the COM Port. Modems are given a port to operate off of. On some computers that same port is used by what is called a "Serial Mouse" or a mouse that uses a serial port, just like your modem does. You also probably have a COM Port that is not being used. You should check under Control Panel/Modems/Properties to see which COM Port your modem is set to use. Then check under Dial-up Net working.
Troubleshooting Your Modem Tip #2:
Verify that the modem is indeed plugged in. There are probably 2 places on the back of your computer to plug in a phone line. Make sure it is plugged into it.
Troubleshooting Your Modem Tip #3:
Make sure you have the correct modem drivers installed. If you are not certain, contact the modem or computer manufacturer and request them to send you the latest drivers. If you have access to the Internet, download the drivers from the manufacturer's website.
